The main purpose of the user fees is to bring a measure of control to the photographer's section. By imposing user fees, photographers that do not generate sales will either have to pay fees to continue using the system or will be removed from the system. Photographers that are making money from the system will not mind paying a minimal fee to continue enjoying the benefits of the system.
*Free Trial: At the outset, a core group of photographers may be given a 2 year free trial so as to build a large body of stock images. Subsequent photographers will be given a 1 year free trial and after the system has an adequate number of photographers and stock images, the free trial period may be reduced to 6 months. Since it will take a significant investment in time and effort for a photographer to build a large store of images, and consequently begin enjoying sales, 6 months is the minimum period for a Free Trial.
